Are you talking about actual entered rests, or the default whole rest that's supposed to show up in empty measures? For the former case, merely select the section in which you want to show rests, then invoke the "Notes & Rests (Show)" plug-in found in the "Note, Beam & Rest Editing" folder of the Plug-ins menu. For the latter, use the Staff tool, and change the properties of the desired staves to include a check in the box next to "Display Rests in Empty Measures" (under "Options").
