I created a new expression and I gave it completely different attributes for note-attached versus measure-attached. For example, note-attached is below baseline, aligned with the center of the primary note. Measure attached is above the bar aligned at the beginning of the measure.
I entered notes into the score. I selected the Expression tool. I put the mouse in a location that gives me the pointer icon that includes the note. I right-click and select my expression. Every time, Finale is using the measure-attached properties, not the note-attached properties.
