If you want all tempo markings to be a fixed distance above the staff. I
suggest using Staff reference line positioning with an offset. This will
position an expression a fixed distance above or below the staff reference
line, which is typically the top line of the staff.

The main reason why I would like to control the baseline placement by
numbers is because of measure attached expressions. I would like to specify
the exact distance form the staff of tempo indications and so on (Like in
the old days!). This seems impossible at the moment in Finale 2004. BTW this
is a feature I'm missing in the Chord Tool too.
