Pierre Bailleul interrogated the collective wisdom by asking:

I install Win Xp on my new PC and the whell of my logitech cordless

On my computer: Same mouse, same OS, same problem (scroll wheel hasn't worked in either 2003 or 2004).

So I second the question. I don't mind it terribly much, which is why I
haven't mentioned it until now, but it would be really nice to figure it
out. Maybe it has something to do with the WinXP version of Logitech's
Mouseware?

Using WinXP, Logitech corded mouse, Mouseman 9.73, scrolling works fine in
all versions of Finale. Apparently you will lose some functionality if the
mouse is plugged into a serial port, as opposed to PS/2 or USB.

I'm not sure about Pierre, but I have the mouse plugged into the USB port. Also, as far as I know, only PS/2 and USB versions of this mouse are available.

However, possibly I have an older version of the driver. I just installed whatever version was on the CD it came with, so it might be that scrolling support in WinXP was added after that CD was pressed. I'll check when I get home.
