Start with a document with no libraries (File | New | Document Without Libraries). Create your personal expressions. Save Text Expresson and/or Shape Expression libraries.

Alternately, start with a document that has all of your expressions, and then delete from the expression list the default Finale ones. Then save the library.

Ahh...since you say you most often use the document setup wizard, I think this is the better question for you. The setup wizard is hardcoded to use either Maestro Font Default.ftm or Jazz Font Default.ftm, depending on which font you use. So if the only things you want to change in this default are the expressions that load with it, open a new document based on this template (File | New | Document from Template.... then locate the appropriate Default file). Create your personal expressions in this template -- and while you're at it, make any other changes to settings or articulations or anything else you want. Then save this file as Maestro Font Default.ftm (or Jazz Font, as the case may be). Now, any document you create with the setup wizard will inherit whatever changes you made to the template, including your personal expressions.
