I just finished the typesetting on a sonata for bass trombone which made use of microtonal accidentals. The engraver font set provides several variations of microtonal flats and sharps, though I used these to create shape articulations which I used to apply them to the notes. If you don't like the accidentals supplied (and it should be noted that some of the font sets supplied with Finale do not include microtonal accidentals; this is not a problem if you have the engraver font set installed; you can use any installed font to define an expression or articulation), the shape designer will allow you to create your own from scratch, or modify an existing one.

Do they play back?

Expressions and articulations can be defined to play back, by defining them to affect various MIDI parameters in the way the user defines, and by doing this I expect that microtonal accidentals could be made to play back by setting appropriate parameters; I didn't bother.
