While Brad is absolutely correct in saying that the proper way to affect both midi-file-creation and elapsed-time calculation is to use expressions defined for playback, it certainly seems like a bug to me that the program doesn't know what the program knows.
And Finale will say it's not a bug. But it really is a bug if a program can do something and even has a special tool to do it with and yet that program can't search its own data file for the data from that specially designed tool.
Maybe not a bug, but certainly lazy programming which has never bothered to fix the situation.
So in effect, Finale (and MakeMusic) is saying to us: We designed this special tool, gave it its own icon, spent your development dollars on it, let you use it if you are foolish enough to want to, haven't removed it, but it's totally useless within the overall scope of all the functions the program offers. So don't use it.
You know, I don't think even Microsoft does that, for all it's other stupid actions!

Actually, it's not a bug. The Tempo Tool is not what you use to affect the Elapsed Time dialog. This dialog calculates elapsed time based on the tempo changes inserted as Playback Options elements of Text Expressions.
Also, these are the tempos used when exporting as a MIDI file. If you've ever wondered why the MIDI file is a different tempo than the Finale file, this is your problem. Just insert the tempos as Expressions and it'll do what you expect.
