This is a long-standing discrepancy between Finale and what many accept as standard notational practice. Send a complaint to [EMAIL PROTECTED] or [EMAIL PROTECTED] and wait to see how long it takes them to act on it (i.e. give us the option to have key signatures and time signatures inside or outside the repeat signs as WE feel if most appropriate.)

Some workarounds?

You can insert a short measure (messes up measure numbers and playback but you can make the layout look proper) just before the measure you want to look like there is a repeat to. Make it something like 1/8 or shorter, set the time signature to always hide for this measure and have the opening repeat sign be on this invisible measure (enter a rest and hide it with the o key and use measure tool to make the barline invisible). Set the time signature to Always Show for the normal measure you want it to look like the repeat is going back to. You may have to drag barlines in page layout to make things look exactly as you want them to.

OR

You can set the time signature to Always Hide for the measure the repeat sign is beginning and place a time signature as an expression. You still need to mess with spacing issues.

I'm having problems with repeat signs at measures where the meter is changing- the Time signature is ending up between the two repeat signs, as opposed to being at the right of the repeat sign. Any help?
