[Finale] Up beats (pickup beats?) anacruses

Since no one so far have mentioned Finale's Easy Measure Number plugin, 
I will recommend this for pick up measure groups, and in Measure 
Tool/Measure Number/Edit region define the display; -  I think it can do 
here what Lawrence want, namely counting two measure as one, and define 
that as region.
