Right ... turns out the correct reply to the original request is this:

The tremolo plug-in always doubles the note durations. The reason is that this
makes it a lot easier to enter plain notes first, then turn them into tremolos.
Entering eighth notes will result in quarter note tremolos. Quarter note
tremolos, however, cannot have their outer beams connected to the stems because
that would make them look like eighth note tremolos. If you want a quarter note
with a stem, you actually want an eighth note.

To create eighth note tremolos, enter sixteenth notes first, then use the
plug-in.
