Somewhere I thought I read that all "tempo" markings go above the staff so I
put both things like a tempo or rit. above, although I think it is done
below fairly commonly.

I'm used to seeing them below the staff, with tempo markings such as
Tempo I or a tempo above the staff. The European classical piano music
I have seen with such markings places the rit. and accel. between the
two staves, and the organ music I've seen places it between the two
manual staves, not near the pedal line.

Kurt Stone's book says on pg. 32 that:

2. MODIFICATIONS (RIT., ACCEL., ETC>)
Single staves (parts): preferably above.
Double staves (piano, etc.): preferably centered between the staves; if too crowded above.
Three staves (organ); centered between the upper two staves or, if too crowded above the
top staff.
Choral scores (open): above each staff.
