I guess I miss what you're after. If I enter a whole note in layer 1,and fill layer 2 in the same measure with hidden 16ths, the hidden 16th notes. With "Affects Music Spacing" checked for layer 2, the 16th notes have an effect on the spacing (no matter what kind of spacing I use). If I uncheck this, I get the behavior you describe, with all the small notes piling up.
Is it possible to re-space hidden notes with Notespacing?
I think you already have given a clear explanation of that Layer feature and that you can turn the spacing off here. That means the specific layer won't affect spacing; to my view it is the opposite that I and some others have been after, namely a tool that make it is possibly to let hidden notes, visible, Affect Music Spacing, more that Finale now allow. I agree that there are a kind of spacing of hidden notes, but if you for instance have a grace note ('slide') just before a notes, and apply music spacing, the line that indicate a slide, will collapse and stand vertical between the grace note and the big note. If you now hide one or two more grace notes after the first one and apply TGTools New Spacing to the measure, then you will get exactly what you're after. So it's not an option that here is in question but a plugin.
