A meas-attached title is text from the text tool that is attached to a measure rather than a page. Before Fin04 this was a useful way to mix fonts in a piece of text. It still is probably the best way to meas-attach boxed text within a fixed or custom frame.
You can insert meas-attached text either by adding it in scroll view or adding it in page view and changing it to meas-attached in the Frame Attributes.
