But if you don't mind it not being adjustable, you can create a Custom Arrowhead in the shape of a dotted hook with the line tool in the Shape Designer by making a few smaller lines, and it will keep its shape perfectly. If you want to be able to drag it, I think you are out of luck, unless you assign two separate dotted lines and carefully position them on the page at 400% or 800% zoom for accuracy.
