As a public school instrumental music teacher for 27 years, I have been
happy if my elementary school students learned the basics.  I agree with
David, that a knowledge of clefs would be valuable information for
students to have, but the sad reality is that there is little time in the
day for such specialized music education.

IMHO, teaching clefs  in this day and age is the responsibility of
private teachers...
