If one enters forward ties, it is possible to create a circumstance where what looks like a tie is really a slur, because the accidental will be changed back at the bar line. If you have a c#, whether the sharp is by virtue of the key signature, or by virtue of an accidental, tied across the bar line, the note on the other side of the bar line must be a c#, too.
