You can start from any measure, while in any tool, by holding the spacebar while clicking the desired starting measure. The drawback to this method (if you consider it a drawback) is that it begins playback without scrolling.


If you'd like to begin scrolling playback from a measure other than 1, you will have to go to the options of the Playback Controls. Click the speaker-looking thing on the right-hand side of the controls, and choose the option that is called something like "Playback from Defined Measure" or something like that. I'm on a Mac right now, and I can't recall the exact wording right now. Then you can just enter the desired measure number into the box on the Playback Controls and click Play to start from the measure you chose.
