Not in the measure in question. There is one at the beginning of the 
piece, but every other piece where I've used the tempo tool works 
that way, too.

Human Playback was introduced in WinFin2K4, so, no, I'm not using 
that.

Obviously, if it ignores tempo tool settings, it's absolutely 
worthless.
