I would try closing Windows Media Player.  It may be attempting to use the
MIDI ports, so Finale will not have access to them.

If this does not work, there is a program called MIDI-OX that can separate
your MIDI ports into a number of "virtual ports."  Then you can tell Windows
to use one port for MIDI, Finale to use another, your sequencer software to
use another, etc. And they'll all go to the same port with no conflict.
