Yes. Place an empty measure at the beginning of the piece. Set it to Eb major key signature, then with the Measure tool, highlight Measure 1 and set it to hide the Eb key sig, make the barline invisible and the measure width zero. The cautionary key sig of 3 naturals in Measure 2 will then appear to be the initial key sig you require.
