What do you mean by completely broken. They badly need to fix the font warning dialog when exporting eps but otherwise its works fine (it's enough for me to keep me away from working in 2k4 but it's another story...) . If you are talking about the quality of the preview, both InDesign and Quark will preview the eps at high quality display (I believe), but I admit that in PageMaker (or Word) the preview is worst than before.
Were you talking about the absence of eps in Windows XP?
