What's the minimum acceptable distance between staves in an orchestral score?

for my eyes, 225 EVPUs, but i shave it to 200 in tight situations (192 would leave exactly one staff between the two). depends on the score and which clefs are at the start of the system (treble clefs require slightly more space than bass or C-clefs for balanced appearance). if space is really tight, staves are not optimised and several adjacent staves are empty, you can shave the distances even a bit more, since the eye is trained to automatically "ignore" these and can thus tolerate a greater design abberation in those places.

And how does one calculate the value to put it in the "Space staves" box if one uses system reduction?

TGTools -> layout -> staff list manager, set to "relative": i haven't used finale's staff tool for spacing in years because of this amazing tool!
