Hi Lon,
Have you tried selecting all the User Manual PDF files in the Finder, selecting "Get Info," and changing the "Open With" to Adobe Reader (/Acrobat Reader)? If your default PDF reader for these files is Preview (instead of Adobe Reader or Acrobat Reader), the help files will not open from within Finale.
