Borrowing the quote from Crystal's post,:

Realize, though, that the Library of Congress is not allowed to share the stored copies with anybody other than viewing at the LOC, if the work is still under copyright. They don't have the legal ability to copy copyrighted works anymore than you or I do.

I would note that the LOC will make copies of copyrighted works if one can show that one has the permission from the copyright holder.


Further, there are circumstances under which libraries can make copies of copyrighted works when members of the general public would not be able to make the same copy.
