Maybe. But it may (though it's less likely) also be the result of
"staff" scaling, where the system is also 100 percent, and each staff
is scaled to a smaller image. Further elaborating on Dennis' advice,
with the resize tool selected, if you click on (or adjacent to) a
staff, you will see the staff sizing; if you click on (or adjacent to) a
system, but not on or adjacent to a staff, you will see system sizing.
