Before optimizing: for the Piano GROUP, set the "Only Remove If All 
Staves Empty" in the "Group Optimization" settings.

If you use a recent version of Finale, the document that are created 
by the Setup Wizard will automatically set this option for instruments 
like Piano, Celesta, etc.
