Yes, in recent versions there is a page break command in the layout 
tool. It's worth noting that it is best applied together with the "Start 
New System" measure attribute, otherwise your layout can become a little 
erratic. The Page Break attribute actually works on the measure (ie the 
first measure of the system you apply it to) but it will not prevent you 
from moving that measure to the middle or end of a system, and then 
things go crazy.
