I can't remember for sure but, I think it was originally done with all treble clefs and the client decided to have the bottom stave changed to bass clef. Funny that the 1st sysyem will print but, not the second system.
I'm using win98........Fin2003a.........HP1200 printer. Any help is deeply appreciated.

Switch to Measure tool, double click the barline at the end of the first measure on that second system, and be sure ALWAYS SHOW is selected in the Key Signature blank.
