I guess the only way is with the shape designer, but as my brain is nearly bypassed lately there must be an easier way.
because of the limitation of eight active clefs, (one of the things I might change about Finale if I could) I can imagine circumstances in which I might define the clef of a staf as transposing up two octaves, use a regular G clef, to which I attach a 15 as a text expression.
