Rebarring the music, in essence, picks up all the notes and then lays
them back down again in the new configuration. For example, if you
have 8 2/4 bars and you chage the time signature to 4/4, rebarring
would squeeze all of the notes to land as early as possible, leaving
you with 4 bars. Choosing not to rebar would leave you with 8 bars,
each only half full.

Rebarring can do some unwanted things to the music, including changing
tied notes into a longer note (a quarter note on the last beat of a
bar tied to a quarter note on first beat of the next bar may translate
into a half note when rebarring). Resizing the note lengths and
resizing the bar lengths independently might muck up the notated
rhythms in this manner if you allow it to rebar the music. Choosing
not to rebar allows the music to be notated exactly the same, with
changed lengths.

Rebarring should be the default if you're changing only measure length
or only note length, but changing both should not include a rebar on
either step.
