Three things: First, make sure you're in the Jazz font and not Jazz text. (I'm assuming you're using the Jazz fonts, regardless, just make sure you're not in the text version of the font.) Second, it should be shift-3 (the pound sign). Third, in the help menu there should be links to open character maps for maestro, engraver, Petrucci, jazz, all of the fonts Finale associates itself with. Those character maps show you how to create any character finale can create whenever you want to.
