In the U.S., the Copyright office of the Library of Congress is supposed to maintain the registry which provides the current identity of the coypright owner, though they may not always be up to date. Recently published material--collections, and songbooks--is usually pretty accurate as to who the owner of the copyright was at the time the article was published. Older material becomes less accurate as copyrights change hands, and as copyright holders names change.
