If you can make sure that there are really no measure number regions defined, you should be able to create a new measure number region which (we hope) will work correctly. It's important to delete ALL measure number regions first: if there's already a region and you create a new one, the new one will inherit the settings of the existing one.

Have you checked in the articulations or expressions library for the file -- did the person originally put those numbers in as expressions or articulations?
