1) use an measure attached expression or measure attached text box to apply the numbers to the apparent top staff;
2) use a staff style.
3) try to sell the client, that based on the new book on notation by Akareshnikovitzky and Herzenvortragengruber, _Musical Notation for All Times and in All Styles_, that the preferred notational style for his music at this time calls for displaying the measure number only when the Vln1 part is present.
