Agreeing with Owain, I'm going to have to say that it looks like a development section, where the tonal centre isn't going to be around long enough to warrant a modulation. Schoenberg has *ideas* about that sort of thing. But, without any knowledge of the context, I'm going to go with, "it looks like mostly pedal point passages used to refer to previous melodic ideas, and to establish modulatory centres before *arriving* at a place where a new key signature might actually be useful.
