I'd recommend, instead of using the set-up wizard, starting your handbell composition with the handbell template. This does contain an editable "bells used" template.
Note, I have prepared a modified template, by adding two new staves. I leave just the bells used chart in the existing two, put all of my handbell music in the bottom two, but starting in the second measure. I've defined separate measure regions for measure 1 (the handbell chart) and measure two and following, For Layout, only the bells used chart is in the first system on the page; the blank staves disappear with optimization; in systems two and beyond, optimization removes the first two staves. In the event of a multi-movement handbell work, I copy the bells used chart to the next measure after the end of each movement, again into the top two staves, leaving the "music" staves blank.
