This is quite easy. With the Key Sig tool, change the key to C, but check the button "Hold notes to same pitch enharmonically."
But the workaround for the non-transposing chords bug, er, feature, is to transpose them separately, using
Mass Edit (select all)>Mass Edit menu>Change>Chord Assignments... Transpose... set it the way you need (like Chromatically, Up Maj 2nd, for trumpet or tenor sax.) This is much easier than re-typing them.

Whether or not the request will be effective is an excellent question, however. I (and others) have been asking about this behaviour for a number of years now, with no results. I suggest you send in your request early and often, as they attack problems based on number of complaints received.
