Some of what you wrote does not match my observations. Perhaps you might be kind enough to provide some further information.
First, What version of Finale are you using?
Second, when you write
This particular piece is for two voices and piano.are you using the word "voice" in its technical Finale sense, or are referring to two singers, singing from separate staves both using the same Finale Voice?
If you are referring to two separate staves using the same Finale Voice, then this statement
But it is not so. Apparently, Finale organinzes thematches my observations if you typed the first syllable in the first voice's lyrics before you entered the first syllable of the second voices lyrics. But my observation is that if you type the first syllable of the second voice's lyrics before you type the first syllable of the first voice's lyrics, the second voice's lyrics will appear first. I use this fact to control the order in which the lyrics appear in my lyrics space. All of my choral and vocal templates have in the lyrics area, a set of flag syllables, "[Sopr], [Alto], [Tenor], and [Bass]" for a typical SATB Choral work. One of the first things I do in setting any score with two or more sets of words in the same verse is to insert the first word of each part into the apppriate place in the lyrics box, using the "edit lyrics" dialog box, so that viewing that box before typing any but the first words into the score, you will see
first voice's lyrics first, then the second,
regardelss of the order in which you type them into
the score.

I assign the first lyric in each staff by click assigning the appropriate syllable as I enter the note. Thus since I prefer to use type into score, no matter what order I type the rest of the syllables in, they always wind up in a predictable place, since subsequent syllables assigned to notes in any staff by means of type into score are placed in the appropriate subspace of the lyrics area.
