Hi Stan,
Try this: open your Finale Default File, go to Page Setup, change the paper size to A4, and save. Quit and relaunch Finale.
This works for me -- my Finale Default File is set to Concert (9x12), and as long as remember to set the score file to 9x12 in Page Setup before extracting parts (regardless of what the size of the score actually is), the parts all inherit this Page Setup setting.
