Everyone has different solutions to the clumsy page layout in Finale. I
don't use plugins for this.

For an orphan measure on the last system on the same page:
1. Turn on automatic update layout
2. Go to page view
3. Select the measure tool
4. Select all the measures visible on a given page
5. Nudge with keyboard arrow to the right

You can nudge all the measures just enough to expand or even fill up that
last system. (You can also do this from the measure width dialog box's add
width option, but I like the immediate visual response.) If you go too far,
undo or arrow right. For fine tuning, you can select fewer measures (I
usually select rests or measures with few notes for this last step).

For a measure orphaned over to the next page, follow the above, but drag
the measures to the left, then readjust the size of the last measure if
necessary.
