I would leave the piece in 3/2 and go to Options>Document Options>Notes & Rests then at the bottom of that window, you will see a drop down menu that says Notehead Characters. Change the Quarter/Eighth note head to a half note note head globally. This will also change the 16th note note heads. (Don't forget to hit apply before closing the window)

Then, in the few spots where there are grace notes, you can use the note head tool (special tool palate) to change those back to regular noteheads.

Why not use whole notes? Or substitute the whole note character with the
half note character?

I'm not sure I understand what you're suggesting.

These sections are written in 3/2, but all black notes are replaced by white notes of half their value. In other words, as compared to normal notation, here is what each value becomes:

- whole note > whole note
- half note > half note
- quarter note > white eighth note (but with only 6 of these per bar, of course)
- eighth note > white sixteenth note
- etc.

The best idea I've come up with is to enter the long values (whole and half notes) as half their value (the whole thing in 3/4), and then change visually the quarter notes to half notes (by changing the noteheads), and the half notes to whole notes (changing the noteheads and removing the stems). And changing all the shorter values to white noteheads. Because I don't see how I could proceed the other way around (because of beaming problems).

So, with all this in mind, could you spell out your suggestion?
