Whether the pickup measure was numbered 0 or -1 would depend on the sequencing software that one is trying to agree with for the purposes of communicating between studio personnel and musicians. If the sequencing software supports negative numbers, that's what you use. Logic doesn't really have much to do with it. It has entirely to be able to say, "Start at measure -1" or any other number, and everyone would know where that was.
