You don't say which version of Finale use. MakeMusic has made new versions of the PS fonts in FinWin2005. These versions print fine both to pdf (Adobe Acrobat) and to eps (without font inclusion)! This works on WinXp. But to earlier versions of FinWin (prior 2005) the psfont/pdf/eps question was indeed problematic.
You could try to reboot the computer after changing fonts (I have experienced font problems resolved after reboot).
