Who charges the tax? Email isn't based on agreements between national organisations in the way the postal system is. Either you create a separate national email system, or you find a way of implementing such a tax everywhere from the Cayman Islands to mafia-ridden ex-Soviet states. I fancy the protocol-reworking option as slightly less impossible ;)
