Yes, you can scroll in Finale Windows, but not with the most recent Logitech driver (v. 9.79).  I'm not sure why, but the new version broke scrolling in Finale, though not in other applications, as far as I can tell.  I reverted to an older driver (9.73), and scrolling works fine.
