I have had this happen when I have deleted upper staves from a
system. This should put it right:
- Go to Staff Tool
- Choose "Respace Staves"
- Set the top staff position to zero.

It seems that at time, Finale 2004 will not let me reduce the
height of a system, even if there is lots of "head space". If I try
to drag the system margin box in the top left corner, down, Finale
just pops it back up again. Is there a way around this? Is the only
way to fool the system to go into scroll view, and drag the staff
box upwards on the screen, to be able to change the apparent
overhead height of the system?
