Oh, no, no.  You misunderstood me.

And resize the browser so the left sub menu is half hidden, assuming low
rez monitor is displaying.  There is no way to access the bottom of the
sub menu.

Granted, it is rare to find such low rez monitor, but one of my 15"
studio monitor is set like that since some of the Virtual Inst GUI is jut
darn too difficult to read its params.

I don't like frames either.  I didn't mean that.  Your design is much,
much better than javascript static layer.  Since your main menu is a
reasonable hight, what about sub menu to be horizontal at the top?
