I may be one of the very minor who doesn't have any problem with iKey2 :-)

Context -> Finale
Command -> Menu -> select the menu item and leave it as default ID
Launcher -> hotkey of your choice

Doesn't seem helping you much, but I found setting up for Finale quite easy.

I was wondering why you would need to do this since Finale gives you
Opt+Cmd+(n) for Layer selection...?

If you really want to hack into layer list, you just measure the list
position from left bottom corner of the main window.  I do this for
scroll right/left.
