I only discovered it because the SmartScore scanning default leaves that box checked even if there is only one staff. It took quite a while to figure out what was going on.
I can imagine your frustration with it -- sounds like a bug in SmartScore as well as in Finale.
There's no need for SmartScore to set that attribute for a single staff, but if it's going to, why not have it set independent TIME signature as well? It makes as much sense as setting independent KEY signature when there's only one staff!
