Actually, with TG Tools you DON'T have to create the additional staves; the plugin does that for you. Both staves will be named "Flute I+II" though, so you will have to rename them if you want the staff name to turn into a part name correctly upon extraction.
And with respects to Noel Stoutenberg's methods, TG Tools makes it easier to split combined parts than it is to combine split parts. If TG Tools didn't exist, then I would agree with Noel, but there is too much fussing around to do when combining that TG Tools takes care of when splitting.
